LGTM The Github Actions approach of automatically enabling based on a file is cretinous. They must be hoping that someone with a paid plan clones LLVM or something and accidentally runs the CI. |

We definitely don't want the close-pull-request action.
The build-test-ci and coverity workflows make heavy usage of gclient, we may not do that. If we want a CI, we will do it ourselves our own way.
