chore: remove committed mise cache and stray file from #157 - #184

Drops .cache/mise, .local/{share,state}/mise (lefthook binaries and mise
state from a run with HOME at the repo root) and a stray file 'f', and
ignores /.cache/ and /.local/ so they don't come back.
