Adds a portable Artifacts plugin and an
artifacts plugingenerator for local workspaces or existing HTTPS MCP endpoints, with setup and authoring skills and documentation. Existing destinations are preserved, credentials stay out of configuration, and the installed package is exercised outside a checkout.
