What

Update Makefile for release process.

  • Makefile (release-website): Use release tagged files for updating
    the website.
    (release-pre): Update version header and create a PR.
    (release-post): Go through post release updates.
    (git-tag-release): Add a release tag on origin and github_origin.
    (sync-repos): Sync origin and github_origin.
    (ftp): Remove package as a dependency
    ($ (pkg_parent)/hyperbole-$(HYPB_VERSION).tar.gz): Create tarball
    from the release tagged files.

Why

We want the makefile targets to support driving the release process using only
a few commands.

* Makefile (release-website): Use release tagged files for updating
    the website.
    (release-pre): Update version header and create a PR.
    (release-post): Go through post release updates.
    (git-tag-release): Add a release tag on origin and github_origin.
    (sync-repos): Sync origin and github_origin.

Please ensure the targets listed in the comments at the top of the Makefile still all work and resolve the merge conflicts but I have approved the changes.
