dearpygui: add build-dearpygui.yml for riscv64 wheels

Compiles the _dearpygui C++ extension over vendored Dear ImGui, ImPlot, imnodes, ImGuiFileDialog and GLFW (X11, OpenGL via gl3w). Upstream publishes no riscv64 wheel.

Mirrors upstream's Deployment.yml Linux jobs.

Differs from upstream

• Built with cibuildwheel in manylinux_2_39_riscv64 instead of a host setup.py bdist_wheel.
• dnf X11/GL/libxcrypt devel packages replace the apt xorg-dev/mesa list.
• -Wl,--as-needed matches Ubuntu's linker default, keeping libcrypt/libGL out of NEEDED.
• Parallel CMake build.

Matrix: cp312/cp313/cp314; upstream ships no free-threaded wheel.

Testing

• Runs upstream's testing/simple_tests.py (upstream CI only builds); it needs no display or viewport.

License: Wheel compiles in ImGui, ImPlot, imnodes, ImGuiFileDialog (MIT) and GLFW (zlib); upstream ships no licence text for them, so the build adds it.

Patches

• 0001-cmake-request-only-Development.Module-from-FindPython.patch - To upstream. Configure aborts on manylinux's libpython-less CPython; reproduces on x86_64/aarch64 manylinux too.

Built on cp312/cp313/cp314; 9 passed, 0 skipped.
