Compiles the Longbridge OpenAPI Rust SDK into a PyO3 extension (maturin, per-interpreter). Upstream publishes no riscv64 wheel.

Mirrors upstream's release.yml (build-python-sdk job).

Differs from upstream

• cibuildwheel drives maturin instead of maturin-action - native riscv64 manylinux image
• Rust installed in-container with rustup - no [tool.cibuildwheel] upstream
• Thin LTO instead of the workspace's fat lto = true - fat LTO aborted rustc on 1 of 5 legs
• musllinux dropped - the riscv64 musl-hosted rustc segfaulted or hung on 6 of 9 legs (longbridge: musllinux riscv64 wheels dropped - musl-hosted rustc segfaults or hangs #2709)
• Root LICENSE-MIT/LICENSE-APACHE copied beside python/pyproject.toml - upstream wheels ship no licence

Testing

• same as upstream (import longbridge), plus an offline Config.from_apikey call; the SDK has no Python test suite and its API needs live credentials
