Replace floating runner labels with the images they resolve to today (`ubuntu-latest` -> `ubuntu-24.04`), so OS upgrades happen in an explicit change instead of whenever GitHub moves a `-latest` label. GitHub moves `ubuntu-latest` to Ubuntu 26.04 between Oct 19 and Nov 19, 2026. Also move the arm64 job from `ubuntu-22.04-arm` to `ubuntu-24.04-arm`, so both halves of the test matrix run the same Ubuntu release.

ubuntu-latestruns on today, so that job doesn't change. For arm64,cargo testpasses (32 passed, 2 ignored) in both Ubuntu 22.04 and 24.04 arm64 containers locally, and this PR's CI runs it on theubuntu-24.04-armrunner.
