Backport of #158625 to 3.14. Keep the existing UBSan flags and omit changes to the binary profiler, frame-pointer helper, and tests that are absent from this branch. Add the two MSan unpoison macros used by the socket and POSIX fixes, including the getrandom output annotation already present in newer branches.
The fuzz harness also needs the existing main-branch fix to accept ValueError for non-ASCII struct formats; its failing input is now covered by the smoke test.
The faulthandler, socket, and monitoring suites pass (885 tests, 230 skipped). All 382 test_os tests also pass under MSan after adding the getrandom annotation.
