216 of 257 providers are register rows with no plans, so /providers read alphabetically as a wall of empty pages and every provider page linked to empty Cheapest/Best value searches. Providers with plan rows now sort first under every sort, cards say 'No plans indexed yet', and the 'Search within' panel only shows when there is something to search.
