fix(web): decode search query parameters

Summary

• parse the web search query as standard form-encoded data
• decode spaces, percent-encoded Unicode, and escaped characters before rendering
• select the q parameter independently of ordering or unrelated parameters

Validation

• cargo fmt --all -- --check
• cargo test --all-targets (128 passed, 1 ignored)
• cargo clippy --all-targets -- -D warnings
• git diff --check
