Impossible to publish extensions from Github as an OSS dev without Azure Subscription

I wasted like 3 hours on this now and it is FRUSTRATING.

I will not and I cannot provide a credit card. I do NOT want to use Azure.

All I want is a token or whatever method to publish my VS Code extension ossschem automatically from my github release pipeline.

I am an OSS, private Dev. Not an organization.

There is no working documented way on how to do this. Everything I try leads me to an Azure sign-up.
