"Respond on the Marketplace" email button doesn't link to review

There are only 9 reviews displayed here, but 10 are expected:

Possibly related to #1942.

To Reproduce
Steps to reproduce the behavior:

1. Click the "Respond on the Marketplace" button in this email

Expected behavior
The review to be visible and directly linked to. The following link only leads to the review area having a focus state:
https://marketplace.visualstudio.com/items?itemName=dnicolson.binary-plist&tracking_data=<removed>#review-details
