Improve accessible setup and training command output

Description

Improve setup and training command output for non-interactive and assistive use. Add explicit help and configuration preview paths, honor NO_COLOR, and keep redirected Hypothesis progress readable and rate-limited.

Acceptance Criteria

• The root setup launcher provides help without requiring deployment tools.
• Setup and Viewer launchers provide non-mutating configuration previews.
• Viewer preview output omits ANSI control sequences when NO_COLOR is set.
• Unknown Viewer options return visible recovery guidance.
• Redirected Hypothesis output remains readable and rate-limited.
• Focused shell, PowerShell, and Python tests cover the changed behavior.
