Python 3.10 is reaching end-of-life very soon. For now, we can only support Python 3.11 and 3.12. Once we upgrade to PySpark 4, we should be able to support newer versions of Python too.

None of the hlink code has actually changed in this PR, so it should continue to work with Python 3.10. But that might stop being true as we move forward. HLink might start to depend on some features of the language only available in versions 3.11+.

Closes #231.

Python 3.10 is reaching end-of-life very soon.
Pandas version 3 is causing some tests to fail. It looks like some
pretty straight-forward changes, but should verify that they don't
affect any hlink calculations before using version 3.
Version 3.3 drops support for Python 3.11 and causes the tests to fail
on Python 3.12.
