Ensure all C++ locks (Program mutex, Activation mutex, once flags, DescriptorPool mutex) precede Python GIL acquisition by releasing the GIL in PyCelExpression::Eval, PyObjectToCelValue, and PyCelEnvInternal constructor, while acquiring the GIL on callbacks into Python. PiperOrigin-RevId: 989033642
