  • Bump the version to 0.2.0.
  • Load the .NET libraries by name from a sys.path folder: pythonnet 3.0 (used on Python 3.10) rejects full paths in clr.AddReference, so .NET exports failed there. Checked from the built wheel on Python 3.10-3.14.
  • Link DEVELOPMENT.md with an absolute URL so it works on the PyPI page.

The .NET section drops the output file list (already in the export layout
table) and implementation details, keeping what a user needs: supported
inputs, the .NET 9+ runtime, the one-time library download, and the flags.
The install guide now starts with `pip install tocode-cli`.

Pushing a tag like v0.2.1 checks that it matches __version__, runs the
tests, builds and strictly checks the sdist and wheel, and publishes them
with PyPI trusted publishing (no stored token) through the `pypi`
environment. Actions are pinned to commit SHAs like ci.yml.
