Changes

  • Links the dataset JNI target with ArrowS3 when the target is available.
  • Supports Arrow package versions that do not export the ArrowS3 target.

The Python 3.11 CI change was removed from this PR per review; it belongs in apache/arrow#51666.

Testing

  • Linux ARM64 JNI: passed
  • Linux x86_64 JNI: passed
  • Windows JNI: passed

Closes #1313.

Link the static ArrowS3 target when S3 is enabled so EnsureS3Finalized resolves after Arrow moved S3 and the AWS SDK out of libarrow.

Probe ArrowS3 without requiring its package config so JNI builds continue to work with Arrow releases predating the S3 library split. Link the static target when it is available.
