Why

CLAUDE.md was 94 KB, loaded into every agent session, mostly incident history, over Codex's 64 KB limit, and partly wrong (swiftformat ., a banned-comments rule the tree ignores). PR bodies ran 400 words, and SwiftLint never ran on a PR.

Change

  • AGENTS.md is the shared 13 KB guide; CLAUDE.md imports it. Area rules live in 16 path-scoped .claude/rules files.
  • Comments say why, never what. New PR template, plus pinned SwiftLint and a Conventional Commits title check on every PR.
  • fix-issue and release cut by about half; three release bugs fixed (unsigned plugin tags, stale tag names, swapped changelog labels).
  • Removed the swiftui/swiftdata skills, .swiftformat, Codex model pins and verify.sh's machine-specific mutes. The six muted suites are now deterministic.
  • 46 probes moved to scripts/probes/; one banned-word list.

Verified

agent-docs, docs, SwiftLint, shellcheck, actionlint and the scripts/ci tests pass. The formerly muted suites passed 930 of 930 repeated runs.

Not in this PR

  • Enabling the "main requires green gates" ruleset after merge.
  • PostGIS geometry[]/geography[] arrays split on the wrong delimiter, found by a moved probe.
