Overview
Releases Socket Python CLI 2.10.4 and updates the default reachability engine from @coana-tech/cli 15.11.0 to 15.11.1.

The pin is changed in DEFAULT_COANA_CLI_VERSION in reachability.py, so --reach runs the new engine unless --reach-version overrides it. Package version, changelog, CLI reference default for --reach-version, and uv.lock are aligned with 2.10.4.
