refactor: internalize save query retry cadence

Summary

Follow-up to v0.1.3: the save-query retry count is an internal capture-state-machine detail and should not be exposed in config.toml.

This change:

• removes capture.query_retries from config parsing, defaults, docs, and plugin wiring;
• retries transient save query misses every 10 server ticks;
• keeps the existing 15-second hard query deadline;
• preserves the v0.1.3 fix that accepts a valid manifest even when Endstone's command-success boolean is false;
• keeps fail-safe save resume recovery unchanged;
• adds regression coverage for the exact 10-tick retry cadence.

Existing configs that still contain query_retries remain harmless because unknown capture keys are ignored.
