Summary

Add a public no-argument initializer to OpenQuartzCore.CALayer,
allowing clients to create layer instances outside the module.

Background

OpenSwiftUI's Android platform adapter creates a CALayer through
OpenQuartzCoreShims to provide layer identity to the shared
DisplayList view cache.

The synthesized initializer is internal, preventing this
cross-module construction. An explicit public initializer
enables it without changing the layer's stored properties
or default values.
