Before: Reading pages that want a slim header have to choose between the full signal strip (about a fifth of a phone screen) and losing the live readings, the theme switch and the language link.

After: A header marked data-toolkit gets a small round button at the bottom right. It opens a panel with the live signal readings, the light/dark switch, the language links and any links the page supplies. Nothing changes for pages that don't opt in.

How: initToolkit in interimm.js builds the button and panel, reusing the existing signal ticker and theme switch; styles are added to interimm.css; kit/README.md documents data-toolkit and data-toolkit-links. Previewed locally on the book in light and dark, at phone and desktop width.
