为多 Peer 运行定义可选观测契约：新增遥测默认关闭，显式开启后保留现有 PostgreSQL 日志；使用标准 OTel/OTLP、受限提交 carrier 和执行 Span Link 关联同步调用与持久 Job。
明确 AI usage 缺失与真零、元数据出口、内容边界和后端可替换性。具体 Grafana Cloud 配置和实现归 Spoke/部署 owner。
验证与交付
git apply --check、git diff --check通过；四文件链接和 SVC 生成区已核对。已建立依赖 draft：core-py https://github.com/InKCre/core-py/pull/124，client-web https://github.com/InKCre/client-web/pull/125。Hub 合并后需分别更新引用，客户端仍受 core 正式 artifact 准入门禁约束。
