added a WIndows crash handler (loaded in front of bay12's) that will attempt to produce a lua traceback if a crash occurs while running a lua script. this is also added to the linux crashlogger in addition, a small addition is made to the Lua engine itself to attempt to catch a possible cause of misoperation that some recent crash logs indicated as a possibility that we want to protect against

I'm particularly interested/concerned with Crashlog-windows.cpp line 104.
