📝 WalkthroughWalkthroughQuick-action chip definitions now include requirements for draft content, incomplete headers, and inbox-list context. The resolver applies these requirements when given context. The application passes its current view, mailbox, composer, and draft state to the resolver and refreshes chips when draft saving is scheduled. Tests cover chip visibility across inbox, thread, sent-mail, composer, and draft states. Priority: ⬇️ Low Merge Risk: 🔵 Low · up to Header suggestions disappear for a Cc-only draft that still needs a To recipient. Keep header suggestions available when To is empty.
If a draft has a subject and only Cc recipients, hasRecipients becomes true. The resolver hides subject_recipients, but updateSendEnabled still requires a To recipient. Derive hasRecipients from draft.to.length so the chip remains available when the required recipient is missing.

Summary
Assistant action chips used to stay on screen even when they could not do anything useful, such as Prioritize while reading a thread, Rewrite on an empty draft, or Suggest subject after To and Subject were already filled.
Each chip now has a context rule, and the list updates as the mailbox, composer, and draft change.
