Summary

Set an explicit 0.1.0 version and author for the installable .NET tool package.
Keep the package feed decision separate from the package itself.

Verification

Packed WhyConfig.NET.0.1.0.nupkg.
Installed the package into an isolated tool directory and ran whyconfig --help.
