Subject: [PATCH] Update heavy_tests.json

- Removed --resizableArrays from ScalableTestSuite_NB. We keep it only for LargeTestSuite_NB, where it really matters
- Removed --resizableArrays from ScalableTestGrids, good for first step
- Remove --simCodeScalarize=false where --resizableArrays is set, as the latter now includes the former
